Line them up with one notch at one mark and one at the other and you should be at 10 degrees. So, you have two specific marks on the tab (TC and 10) and two notches on the pulley. According to their (the smog place) paperwork, factory timing should be at 10 degrees. I believe that there are five marks between the TC mark and the 10 degree mark, so 2 degrees per mark makes sense.
